After reading one of the posters write, "Type 3's are [now] spreading their damage over the duration instead of adding per tick [to dots]" I logged in and tested some dots out, and noticed the same thing.
So type 3's for dot casters seem bugged now =(
Yes, it's a bug. It will be fixed.
We have Prathun back for a little bit. he is looking at all of the spells that use the Spell Effect that was adjusted, AND did not have "instant only" limits. That includes these Type 3's along with some bard spells and possible other effects.

Meaning all of the stuff that got adversly affected or also looking at making stuff work for dots now that did not previously?

First pass is just to fix what got "broken"
We can consider extending the effects, but is not what we have planned for this first pass.
Hey Ngresh, I was wondering how much of a boost can we reasonably expect if you extend the effects and which devs are working on what now?
And if I wanted to send a dev feedback about spells, would I send it to Prathun or (insert dev name here)? I'm a bit unclear who is working on what.
Roramor is the current spells dev.
Prathun is giving us an assist, but not the current spells dev.

Any update on progress? This seriously hurts.
We have lost Type-3s for DoTs, which is aprox 7-10% damage.We have lost Tribute Affliction Haste, which cuts further into DPS and is remarkably annoying having cast times increased. It impacts our survivability / agro management in all aspects of game play.We have lost Tribute Afflicition Efficiency, which resulted in 25% increase to mana costs.
Since nerfing necro's to heck and back (and to a lesser extent, shaman, sk, druids) is obviously not worthy of an emergancy patch - we will be stuck until next regular patch day next month. I'd at least like to know if the fix will actually make it on the next patch day? Or will the fix turn into a "feature" of Underfoot?

no matter what, it will take a full server down patch for the fix to go in.
The Tribute Afflicition Efficiency is in the hands of code, because there were no design changes on that item. (though the Type 3 issue is a code change, it was design lead, and can be fixed in design.)
I do not know the status though.
