Not intended. I think I know what's causing that and should have it fixed soon.

Would the fix effect heal procs? Hearing that reactives don't proc them and I have seen numbers for OH and EH that support that claim.

Turn around time is never less than a couple of days, since we have to test our changes before we push them live.
Wouldn't it be nicer if you could just test the items you make in the first place?

I did test them. If you understand how negative testing works, however, you'll understand why bugs make it into the game.
Common guys, quit attacking the dev, he's going to do as much testing as time permits already so it isn't like you can talk him into doing more. (plus, this armor was available in beta, anybody could go buy it, and I didn't see anybody mention this and then it not get fixed on the beta forums)
Plus, you're distracting him from a very valid question somebody else asked. Eg rtoub's post asking if the templar/inq (or by extension the fury/warden) sets have the same bug; or if they do increase reactives/regens by a base percent correctly.
Can you please test it works with reactives & repent for our plate healer friends? Or isn't it supposed to?

We had another hotfix today (11/25) and there was no mention of a fix. Repent didn't seem to get fixed so it looks like next must have meant "3 hotfixes from now"?
Hm, it should have gone live. It's possible that I missed putting in a note, since I've been fixing quite a few bugs. Test the effect out and let me know.

Repent without shoulders on: "Wards target against 3958 points of all damage"
Repent with "Pious Steel Epaulets" shoulders on: "Wards target against 3983 points of all damage"
Difference = 25hp.
Effect on shoulders: +3 heal crit, +25 spell and heal amount, Empowered Healing V
It's only picking up the +25 spell and heal and not the empowered healing.
From a mystic in guild:
Single target ward before shoulders: 3269
Single target ward with shoulders: 3306
Difference = 37.. Dunno how that happens? (Edit: because of the wis bonus to the mythical) It definitely doesn't seem like a 5% boost to the base amount, that's for sure.
