I figure that there are probably a lot more Bounty Hunters using the Armor Break mechanic than Commandos, so I decided to post this here.
I spent 5 hours today testing armor break and I can verify that armor break will NOT display a reduction on your targets Character Sheet. The description from the Armor Break debuff will say a reduction of 0% no matter how big the stack is. However, I can confirm that each element of the stack is reducing your targets armor in PVP by 6% and obviously capped at 30%.
I tested this with basic and buffed targets and the values were solid. Here is a graphic I created to help give you an idea of how "worth it" Armor Break is
The standard Mitigation is the dark line. The Dotted Line is the result of your opponents armor when you have a 5 stack on your PVP target. The light solid line is what your PVE targets' armor will be. Even the boss mobs in heroics have about 10k armor, but I added beyond that for reference.

By request, this graph includes what it would have been if the armor break was on the armor value instead of the mitigation %. As you can see, you have gained significant ground on your viability of the Armor Break. Note that all of these AB are the capped 5 stack (30% Reduction).
Thanks for posting this Cosmo, it definently clarifies quite a few questions I had concerning how this all works with the new update.
Would it be too much to ask to add in the old calculation as to how armor break should've worked (by using armor value instead of percent damage mitigation)? That would show bounty hunters how much more they're getting out of armor break compared to pre-GU7. If not, I could make one later tonight.

Correct. Anything above 7000 would be theoretical.

Being I do not have a formula for this information, calculating what it would be if you reduced the armor value instead of the mitigation is out of my hands. I could come up with a rough guess, but nothing accurate, so if you still want it I can give you a guesstimate, but nothing more than that

I think it only reduced armor with 6000 or so being the cap it would begin to reduce. So if you had a 30% stack it would take 30% of 6000 or so then remove that, which would be -1,800 armor.

This is true, the problem is I don't have the means of graphing that out very easily. I can do it but it would not be accurate at all
